Contrary to popular perception that this slogan
was created by modern day politicians, the first person to say Victory to Rama - जय राम was
Shri Hanuman.
After meeting Seeta in Ashoka Vana,
Shri Hanuman decides to test the strength of Ravana’s army. He demolishes the
Ashoka Vana, which act spurs Ravana to send an army 80,000 warriors. Upon
seeing them, Shri
Hanuman emits a war cry, which is as follows;
जयत्यतिबलो रामो लक्ष्मणश्च महाबलः |
राजा जयति सुग्रीवो राघवेणाभिपालितः || ५-४२-३३"Long live the mighty Rama and the powerful Lakshmana! Long live the King Sugreeva, protected by Rama!"

Addition of श्री - śrī,
in between जय राम - Jaya Rāma might
be a subsequent development.
